Is mid June it too late to plant borage from seed?

It is not too late to sow Borage seed. It will germinate easily and quickly in about a week to ten days. You can sow it in situ outside in your garden or in pots. Use a nice triple mix soil outside, or soil-less medium indoors. Sow the seed and cover with a fine layer of medium. Water gently, and keep moist until germination occurs.
