Today, I learned from a Chinese magazine that Cassia tora powder is an effective, safe and tolerable blood lipid modulator. I do not know if it was used in Canada. Can you tell me?

I have not heard of this particular property of Cassia tora. It has a beneficial effect on the liver and has been used for high blood pressure, which or may not be related to the effect you read about. The seeds are an excellent laxative and are used also for headache and dizziness.

Cassia tora is listed in the Richters herb catalogue and you can search for under "Senna, Chinese" or search for it by the latin name "Cassia tora".
