Momentary Change in Blood Pressure

A friend of mine has slightly high blood pressure, about 150/90. About once a day he gets dizzy and his blood pressure jumps for about a minute to 220/130 and then comes back down. This person has a healthy heartbeat and the heartbeat does not change through all this. At rest his heart beat is about 65 beats per minute. Any idea what is causing the jumps in blood pressure and dizziness. He does have medical doctors looking into this but so far there seems to be no viable theory on what it is so I am looking for a few more guesses to study.
